Hyderabad: Telangana is on high alert as the India Meteorological Department (IMD) has issued an orange alert across the state, warning of extremely heavy rainfall until September 2. Hyderabad, the state’s capital, is under a yellow alert, with moderate rains and thundershowers expected over the weekend.

Weather experts are forecasting a significant shift in the rainfall pattern, moving from the recent nighttime showers to more persistent daytime downpours. This change is anticipated to bring cooler and breezier conditions across Telangana, with the most intense rainfall expected in the northern, central, and eastern regions of the state.

For Friday, the IMD has specifically issued an orange alert for very heavy rainfall in several districts, including Jayashankar Bhupalapally, Mulugu, Bhadradri Kothagudem, Khammam, Mahabubabad, Warangal, and Hanamkonda. In addition, a yellow alert for heavy rain is in effect for Adilabad, Kumuram Bheem Asifabad, Mancherial, Jagtial, Karimnagar, Nalgonda, and Hyderabad.

The weather outlook for Saturday extends the orange alert to additional districts such as Nizamabad, Jagital, Rajanna Sircilla, Bhadradri Kothagudem, Khammam, Mahabubabad, and Siddipet. Hyderabad and other regions will experience moderate to intense downpours, thunderstorms, and strong winds. The forecast for Sunday continues the trend, with isolated heavy rains expected in Adilabad, Kumram Bheem Asifabad, Mancherial, Nirmal, Nizamabad, and Kamareddy.

Since the onset of the Southwest monsoon in early June, Telangana has recorded an average of 627.6 mm of rainfall, surpassing the normal average of 558.6 mm by 12 percent. Hyderabad has also seen significant rainfall, with 511.5 mm recorded, exceeding the usual 450 mm by 14 percent. Despite these increases, both the city and the state remain within the ‘normal’ rainfall levels.

However, with the IMD’s forecast of extremely heavy rains on Friday and Saturday, the total rainfall for Hyderabad and other districts in Telangana is expected to increase further during the ongoing monsoon season.

In neighboring Andhra Pradesh, the IMD has issued similar ‘orange’ and ‘yellow’ alerts, forecasting widespread rains from August 30 to September 2 due to a low-pressure system forming in the Bay of Bengal. The IMD has also advised fishermen in the region not to venture into the sea until further notice due to the potential dangers posed by the rough weather conditions.

New Delhi: The Supreme Court on Thursday expressed strong disapproval of Telangana Chief Minister Revanth Reddy’s remarks, which suggested a political deal between the Bharatiya Janata Party (BJP) and Bharat Rashtra Samithi (BRS) to secure bail for BRS leader K Kavitha. The court took exception to Reddy’s comments, made in the context of Kavitha’s recent bail, which he contrasted with the prolonged legal battles faced by other political figures.

Chief Minister Reddy, in a statement on Wednesday, had pointed out that it took 15 months for Delhi Deputy Chief Minister Manish Sisodia to secure bail, and even Delhi Chief Minister Arvind Kejriwal is still waiting for relief. In contrast, Kavitha was granted bail within five months, leading Reddy to speculate about potential BJP support behind the scenes. “It raises questions about possible behind-the-scenes support of the BJP,” Reddy remarked, insinuating that the speedy bail might indicate political favoritism.

Responding to these comments, a Supreme Court bench led by Justice B R Gavai, and comprising Justices P K Mishra and K V Viswanathan, voiced concern over the appropriateness of such statements coming from a constitutional functionary. “Have you read in the newspaper what he said? Just read what he has stated. What sort of statement is this by a responsible chief minister? That might rightly create apprehension in the minds of people. Is this a kind of statement which should be made by a chief minister?” Justice Gavai remarked during the hearing.

The bench was particularly perturbed by the implication that the judiciary could be influenced by political considerations, with Justice Gavai questioning why the court was being dragged into what appears to be a political rivalry. “We are not bothered by politicians or if anybody criticizes our orders. We do our duty as per conscience and oath,” the bench stated firmly, addressing senior advocate Mukul Rohatgi, who was representing Reddy.

The court’s rebuke came during the hearing of a petition seeking to transfer the trial in the 2015 cash-for-vote scam case, in which Reddy is an accused, from Telangana to Bhopal. The bench emphasized the independence of the judiciary, asserting, “We always say we will not interfere in the legislature; then that is expected from them also. Do we pass orders on political considerations?”

Hyderabad Police Bust Five-Member Gang Supplying Fraudulent SIM Cards to International Cyber Criminals

Hyderabad: In a significant breakthrough, Hyderabad police arrested a five-member gang accused of supplying fraudulently obtained SIM cards to cybercriminals operating in Cambodia. The operation, carried out by the Hyderabad Commissioner’s Task Force (East) team in collaboration with the Abid Road police, resulted in the seizure of approximately 1,750 pre-activated SIM cards.

The gang members, identified as Sura Venkatesh, N Imam Saddam Hussain, Danam Vijay Kumar, G Govardhan, and Balakrishnan Manikanda, were apprehended on Thursday. According to the police, these individuals were part of a well-organized network that facilitated cyber fraud by providing SIM cards acquired through illicit means.

The modus operandi of the gang involved exploiting the documentation provided by unsuspecting customers at mobile phone shops. N Imam Saddam Hussain, who ran a mobile phone shop in Kadapa, Andhra Pradesh, played a crucial role in this scheme. He would collect identification documents, such as Aadhar cards, from customers to issue SIM cards. However, instead of issuing just one SIM card per set of documents, Hussain would clandestinely obtain an additional SIM card using the same documents. He then sold these extra SIM cards to Venkatesh.

Venkatesh, in turn, purchased the SIM cards from Hussain at a price of Rs. 400 each. He supplied these cards to another gang member, Danam Vijay Kumar, who sold them to Balakrishnan Manikanda at an inflated price of Rs. 800 per SIM card. Manikanda, who is believed to have connections with cybercriminals in Cambodia, allegedly supplied these SIM cards to them at a significantly higher price, thus enabling various cyber fraud activities.

The police, while unraveling the intricate network, highlighted the dangers posed by such illegal activities. These SIM cards, once in the hands of cybercriminals, could be used to commit a range of fraudulent activities, including identity theft, financial fraud, and other cybercrimes. The investigation revealed that these cards were primarily used by fraudsters to bypass security protocols that rely on mobile-based verifications, making it difficult for law enforcement agencies to trace the perpetrators.

During the interrogation, the arrested individuals confessed to their involvement in the racket and provided details of their operations. The police are currently investigating further to identify other potential members of the network and to understand the full scope of the illegal activities facilitated by these SIM cards.

DCP Task Force Y V S Sudheendra urged the public to remain vigilant and advised individuals to verify with their SIM card providers regarding the number of SIM cards issued against their Aadhar cards. He stressed the importance of reporting any discrepancies or suspicious activities to the authorities immediately to prevent potential misuse of personal identification documents.

The busting of this gang is part of a larger effort by Hyderabad police to clamp down on cybercrimes and related activities. The authorities have expressed their commitment to taking stringent action against individuals involved in such illegal activities, aiming to curb the rising threat of cyber fraud in the region.

The operation has been lauded as a significant step towards safeguarding citizens from cyber threats, with the police continuing their efforts to ensure that such fraudulent networks are dismantled and brought to justice.

Telangana CM’s Brother Among 240 Notified for Alleged Land Encroachment in Hyderabad

Hyderabad: The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) has intensified its crackdown on illegal structures, issuing notices to 240 property owners for alleged encroachments around Durgam Cheruvu Lake in Hitec City. Among those notified is A. Tirupathi Reddy, the brother of Telangana Chief Minister A. Revanth Reddy, who owns a house near the lake.

The notices were issued by the Rangareddy District Collector and Serilingampally Deputy Collector under Section 23(1) of the Water, Land, and Trees Act (WALTA). The recipients, including prominent residents of Nectars Colony, Doctors Colony, Kavuri Hills, and Amar Society, have been given 30 days to voluntarily demolish the encroaching structures. Failure to comply will result in enforced demolitions.

This development follows the Chief Minister’s recent vow to demolish illegal constructions, including those belonging to his family. In a bold statement, CM Revanth Reddy challenged BRS working president K. T. Rama Rao to prove any violations by his family’s properties, asserting that all illegal structures in Full Tank Level (FTL) and buffer zones would be demolished without exception.

Durgam Cheruvu, once a 100-acre lake, has significantly shrunk due to construction activities since the mid-1990s. The ongoing enforcement by HYDRAA has already led to the reclamation of 43 acres of land by demolishing illegal structures, including high-profile properties like the N-Convention Centre of actor Nagarjuna and buildings owned by AIMIM MLA Mohammed Mubeen and MLC Mirza Rahmat Baig.

Authorities have also issued notices to two colleges owned by BRS MLA Marri Rajasekhar Reddy in Medchal Malkajgiri district, alleging illegal construction in the FTL and Buffer Zone of Chinna Damaracheruvu Lake. Additionally, a police case was registered last week against BRS MLA Palla Rajeshwar Reddy for allegedly building Anurag University in a water body’s buffer zone.

The latest survey by officials in Janwada village, Rangareddy district, also raises allegations of encroachment by a farmhouse leased by BRS leader K. T. Rama Rao. The enforcement actions have caused significant concern among residents and businesses in the affected areas.

“HYDRA: Telangana’s New Agency “

HYDRA, or the Hyderabad Disaster Response and Asset Monitoring and Protection Agency, is a unified organization established by the Telangana government in July 2024. Its primary purpose is to manage disaster response and safeguard public assets within the Telangana Core Urban Region (TCUR). This region encompasses the Greater Hyderabad Municipal Corporation (GHMC) and extends to all urban and rural local bodies up to the Outer Ring Road (ORR).

The agency emerged from a reorganization of the existing Enforcement Vigilance and Disaster Management Department (EV&DM), which has been expanded from about 800 to 2,200 personnel. HYDRA operates under the leadership of A.V. Ranganath, the GHMC Commissioner of Enforcement Vigilance & Disaster Management (EV&DM), and is overseen by Dana Kishore, the principal secretary of Municipal Administration & Urban Development (MA&UD).

Structure of HYDRA

HYDRA was created on the initiative of Chief Minister Revanth Reddy to address the challenges associated with Hyderabad’s rapid urban growth. The agency is organized into three key wings:

  1. Asset Protection Wing: This wing is responsible for protecting public assets, including parks, open spaces, playgrounds, lakes, and land parcels from encroachments. It also monitors private properties for compliance with building and town planning regulations and enforces penalties for illegal advertisements.
  2. Disaster Management Wing: This section coordinates disaster response and relief efforts through the Disaster Response Force (DRF). It collaborates with national and state agencies, as well as technical organizations such as the India Meteorological Department (IMD) and the National Remote Sensing Agency (NRSA), to manage and mitigate disaster impacts.
  3. Logistics Support Wing: This wing provides essential disaster response information through the Disaster Response Information System, specifically for the Telangana Core Urban Region, to support effective disaster management and response.

HYDRA Demolishes Portion of N-Convention Centre for Encroachment

The newly established Hyderabad Disaster Response and Asset Monitoring and Protection Agency (HYDRA) has taken decisive action by demolishing a section of the N-Convention Centre, owned by Tollywood actor Nagarjuna. Hyderabad, August 27, 2024: The Forum for Good Governance (FFGG) has called on the Telangana government, led by Chief Minister Revanth Reddy, to expand the Hyderabad Disaster Response and Assets Monitoring and Protection (HYDRA) agency into a statewide body. The proposal suggests creating the ‘Telangana Disaster Response and Assets Protection Agency (TGDRAA)’ through legislative action to ensure legal status and broader impact.

In a letter addressed to the Chief Minister, FFGG praised HYDRA’s efforts to protect government assets, including water bodies in and around Hyderabad, but highlighted the need for similar protection across the state. The Forum specifically mentioned Warangal, which has suffered due to encroachments in tanks and nalas, as a prime candidate for such an agency.

FFGG also raised concerns about the plight of lower and middle-class citizens who have purchased flats in Full Tank Level (FTL) or buffer zones, only to face demolition by HYDRA authorities. The organization argued that builders responsible for these illegal constructions should be held accountable, with their properties confiscated. FFGG suggested that displaced individuals should receive compensation or be provided with alternative land and financial support to construct new homes, such as through the Indiramma Houses scheme.

Moreover, the Forum emphasized the need for government agencies to verify ownership before approving plans or registering properties. It urged the Telangana Irrigation Department to provide detailed information on areas falling under FTL or buffer zones to registration authorities like HMDA and GHMC. FFGG also called for action against officials who neglect their duties or collude with builders, leading to severe hardship for unsuspecting buyers.

Since its inception, HYDRA has reclaimed 43.94 acres of encroached land within the Outer Ring Road (ORR) limits and demolished 18 properties, including those linked to prominent political figures and business leaders. The organization’s report, submitted by HYDRA Commissioner AV Ranganath, reveals that these enforcement actions have targeted illegal structures, including one associated with Pallam Anand, brother of Congress leader Pallam Raju, at the ORO Sports Complex.
