Railway Employees Lead in Corruption Complaints, CVC Report Reveals

New Delhi: The Central Vigilance Commission (CVC) has unveiled a report highlighting that railway employees top the list of corruption complaints received in the past year. The report, released recently, provides a comprehensive overview of graft complaints filed against various public sector employees and local body officials across India.

In 2023, the CVC received a total of 74,203 corruption complaints against officials and employees from different sectors. Of these, 66,373 complaints were addressed and resolved, while 7,830 remain pending. The railway sector emerged as the most frequently reported area, with 10,447 complaints lodged against railway employees. This was followed by 7,665 complaints against employees of local bodies, excluding those under the Government of National Capital Territory of Delhi (GNCTD).

The report details that the local bodies in Delhi encompass a range of entities, including the Delhi State Industrial and Infrastructure Development Corporation Ltd, Delhi Jal Board, Delhi Tourism and Transportation Development Corporation, Delhi Transport Corporation, Delhi Transco Limited, Delhi Urban Shelter Improvement Board, Indraprastha Power Generation Co Ltd, Municipal Corporation of Delhi, and New Delhi Municipal Council.

Out of the total complaints against railway employees, 9,881 were resolved, with 566 still pending. For local bodies in Delhi, 7,278 complaints were addressed, and 387 remain unresolved. Public sector banks also saw a significant number of complaints, with 7,004 lodged. Of these, 6,667 were resolved, leaving 337 pending.

Complaints against employees of the Delhi government totaled 6,638, with 6,246 resolved. Delhi Police personnel faced 5,313 complaints, with 3,325 addressed. Housing and Urban Affairs employees had 4,476 complaints, of which 3,723 were resolved.

The report also highlights complaints against other ministries: 4,420 against the Coal Ministry, 3,217 against the Labour Ministry, 2,749 against the Petroleum Ministry, and 2,309 against Home Ministry staff, excluding Delhi Police. Additionally, the Defence Ministry had 1,861 complaints, the Central Board of Direct Taxes saw 1,828, Telecommunication employees faced 1,457, and the Central Board of Indirect Taxes and Customs had 1,205 complaints.

Other notable figures include 960 complaints against public sector insurance companies, 930 against the Power Ministry, 929 against the Consumer Affairs, Food, and Public Distribution Ministry, and 889 against the Ministry of Personnel, Public Grievances, and Pensions.

This report underscores the widespread nature of corruption complaints across various sectors and highlights the need for continued vigilance and reform.

Supreme Court Accepts Two Petitions Against Bulldozer Actions Filed by APCR

New Delhi: The Supreme Court of India has recently accepted two petitions filed by the Association for Protection of Civil Rights (APCR) on behalf of individuals whose homes were demolished in the controversial bulldozer actions. These cases pertain to incidents in Udaipur, Rajasthan, and Jaora, Madhya Pradesh, where the homes of Rashid Khan and Mohammad Hussain’s father were destroyed without following proper legal procedures.

In Udaipur, the administration demolished Rashid Khan’s house using a bulldozer due to allegations against the son of his tenant. Despite there being no direct involvement of Rashid Khan in the alleged crime, his house was demolished without any legal proceedings. Similarly, in Jaora, Madhya Pradesh, a portion of Mohammad Hussain’s father’s house was torn down based on accusations against Hussain’s son. This demolition was also carried out without any legal due process.

During the hearing, the Supreme Court issued notices to the governments of Rajasthan and Madhya Pradesh, seeking their response. The court also hinted at the possibility of drafting guidelines to prevent such bulldozer actions across the country, which have raised concerns over legality and due process.

APCR intervened in this matter by filing an Intervention Application on behalf of the affected parties, Rashid Khan and Mohammad Hussain. Their cases have been linked with the ongoing Public Interest Litigation (PIL) filed by Jamiat Ulama-i-Hind and Brinda Karat against similar bulldozer actions that took place in Jahangirpuri in 2022.

Senior advocate Chander Uday Singh, along with AOR Fawzia Shakil, AOR Ajwa Singh, and advocate M. Huzefa, represented APCR in the court. They argued that such demolitions should only occur after proper legal procedures have been followed, emphasizing the need for clear guidelines to prevent arbitrary actions by the administration.

The Supreme Court has directed that these guidelines be submitted by September 17, 2024, for further consideration. APCR is expected to present a robust advisory in the court to ensure that future bulldozer actions comply with legal norms.

The accused were found in possession of stolen items, including diamond earrings, gold earrings, silver ornaments, US dollars, and other valuable articles, with a total worth of approximately Rs. 5 lakhs.

  3. Jutru Samba Siva Rao alias Swamy (24 years)

The trio was arrested and remanded on September 2, 2024. Murali and Naveen, who are brothers, along with their friend Swamy, carried out the burglary while taking advantage of the complainant’s absence from her home.

On the early morning of August 21, 2024, the Film Nagar Police received a complaint regarding the theft of diamond earrings, gold earrings, silver ornaments, and US dollars from a residence in Film Nagar. The investigation quickly revealed that the accused fled to Katur Mandal in Krishna District, Andhra Pradesh, with the stolen items.

Using technical evidence and credible information, the Film Nagar Police tracked the accused to Katur Mandal. Within 24 hours, the police team, led by Detective Inspector N. Jayaram, SI J. Srikanth Reddy, and HC V. Janardhan Naik, apprehended the suspects and recovered the stolen property.

These arrests come in the wake of multiple thefts that have caused significant financial losses to BSNL and disrupted communication services in the city.

The gang had been targeting underground copper communication cables, posing as official road workers to avoid suspicion. Their activities had led to considerable damage to BSNL infrastructure, prompting some consumers to switch to other service providers due to the service disruptions.

The breakthrough came after Bowenpally Police registered a case on August 13, 2024, following a complaint from Sri D. Maruthy, SDE (BSNL), regarding a major cable theft near Centre Point Nala, Bowenpally. Using CCTV footage, the police were able to identify and intercept the offenders at Tadbund X Road, Bowenpally. The gang members, traveling in a passenger auto and two two-wheelers, were acting suspiciously when they were apprehended. During interrogation, they confessed to the theft near Centre Point Nala and other similar crimes.

Hyderabad, September 3, 2024: The Hyderabad City Police, under the leadership of Commissioner Sri Kothakota Sreenivasa Reddy, IPS, has reaffirmed its commitment to ensuring a peaceful and orderly Milad-un-Nabi procession, scheduled for September 19, 2024. In a recent meeting held at the Telangana State Golf Club & Country Club (TGC&CC) in Banjara Hills, the Commissioner engaged with the Markazi Milad Juloos Committee to discuss the preparations and security arrangements for the event.

During the meeting, the committee members formally submitted a letter requesting permission for the Milad procession. Commissioner Reddy assured the committee of full cooperation from the police department, emphasizing the importance of maintaining peace and harmony during the religious event. He also highlighted the department’s readiness to support the smooth conduct of the procession, which is a significant occasion for the Muslim community.

The discussion was attended by senior police officials, including Sri Vikram Singh Mann, IPS, Additional Commissioner of Police (Law & Order), and Smt. Sneha Mehra, IPS, Deputy Commissioner of Police (South Zone). The officials collectively emphasized the need for a collaborative approach to ensure the success of not only the Milad-un-Nabi celebrations but also the upcoming Ganesh festivities.

In a related development, Commissioner Reddy also convened a separate meeting with the Central Peace and Welfare Committee, representing all zones of Hyderabad City. The meeting focused on fostering cooperation between the police and community leaders to maintain the city’s peaceful atmosphere during the festive season. The Peace and Welfare Committee pledged its full support to the police in upholding peace and addressing other societal issues, including anti-social activities.
