Prague, Czech Republic :-In a horrifying incident, a student unleashed chaos on Thursday at Charles University in Prague, leaving at least 14 people dead and more than 20 injured in what is now considered the worst mass shooting in the history of the Czech Republic.

The shocking episode unfolded within the walls of the philosophy department building, where the assailant, identified as a student of the university, opened fire. Prague Police Chief Martin Vondrasek confirmed that the gunman, whose name is yet to be released, also lost his life in the incident.

Initially reported as 15 dead and 24 injured, the police later revised the figures to 14 dead and 25 injured. Vondrasek did not provide an explanation for the adjustment but cautioned that the death toll might still rise as investigations continue.

The tragedy occurred near the Vltava River in Jan Palach Square, with police refraining from divulging details about the victims or any potential motive behind the heinous act. Czech Interior Minister Vit Rakusan stated that investigators have not found evidence linking the shooter to extremist ideologies or groups.

Vondrasek disclosed that the police believe the assailant had earlier murdered his father in Hostoun, just west of Prague, on the same day. The authorities suspect that the shooter had intended to take his own life as well, although specifics were not provided.

In a grim turn of events, Vondrasek revealed that based on a search of the assailant’s residence, he is also suspected in the killing of another man and his 2-month-old daughter on December 15 in Prague.

The chief described the shooter as an excellent student with no criminal record, leaving the community grappling with the shock of such unexpected violence. The gunman suffered “devastating injuries,” and while it remains unclear whether he took his own life or was killed in a confrontation with law enforcement, Vondrasek asserted that there is currently “nothing to suggest that he had an accomplice.”

Bangalore :- In response to the rising Covid-19 cases in neighboring Kerala, the Karnataka Health Department issued guidelines on Tuesday, recommending the use of masks for senior citizens and individuals with comorbidities. The advisory, based on recommendations from the Karnataka Covid-19 Technical Advisory Committee (TAC), emphasized the need for precautionary measures amid the emergence of the JN.1 sub-variant in Kerala and Tamil Nadu.

The advisory, issued by Health Commissioner D Randeep’s office, specifically outlined that individuals aged 60 and above, those with comorbidities (such as kidney, heart, or liver ailments), pregnant women, and lactating mothers should wear face masks when outdoors. It urged strict avoidance of closed, poorly ventilated, and crowded areas.

Given the current Covid-19 scenario, the advisory called on the general public to comply with precautionary measures suggested by the Covid-19 State Technical Advisory Committee. It highlighted the importance of early medical consultation for those experiencing respiratory symptoms and advised wearing masks in such cases.

The advisory stressed the significance of good personal hygiene, frequent handwashing, staying at home when unwell, and minimizing contact, particularly with the elderly. The Health Department mentioned proactive measures taken in response to guidance from the Centre and TAC.

While reporting an increase of 16 Covid-19 cases in Karnataka and 112 cases in Kerala since Monday, the advisory recommended testing all Severe Acute Respiratory Infection (SARI) cases and at least one in 20 Influenza-Like Illness (ILI) cases for Covid-19 at private and government tertiary centers.

Additionally, Whole Genome Sequencing has been advised for specific cases, including those with recent foreign travel history, severe morbidity or mortality clusters, reinfection, vaccination breakthrough cases, and Covid-19-related deaths. The Health Department reassured that, per Government of India guidelines, there is no immediate need for panic or enhanced cross-border surveillance but emphasized vigilance in bordering districts.

“Telangana’s Financial Landscape Unveiled: White Paper Exposes Staggering Debt and Fiscal Challenges”

Hyderabad : – Deputy Chief Minister Mallu Bhatti Vikramarka, also the Finance Minister of Telangana, presented a White Paper on the state’s finances in the Telangana State Assembly on Wednesday. The report highlighted a staggering total cumulative debt of ₹6,71,757 crore, including off-budget borrowings.

Vikramarka, in his opening remarks, attributed the financial challenges to the preceding 10 years under the BRS rule, characterizing the period as one of financial anarchy.

The outstanding debt of the state, excluding off-budget borrowings, is anticipated to reach ₹3,89,673 crore by the end of the financial year 2023-24. Starting at ₹72,658 crore in 2014-15, the debt increased at an annual average rate of 24.5 percent, reaching ₹3,52,061 crore by 2022-23 (revised estimates). Budget estimates for 2023-24 project the debt to further rise to ₹3,89,673 crore.

The White Paper noted a significant shift in the debt-to-GSDP ratio, which was 15.7 percent in 2015-16 but surged to 27.8 percent by 2023-24. The ratio has nearly doubled over eight years, revealing an overall increasing trend averaging 21.5 percent from 2014 to 2022. In violation of the Fiscal Responsibility and Budget Management (FRBM) Act, the state failed to cap the debt-to-GSDP ratio within the recommended 25 percent ceiling in 2020-21 and 2021-22.

The report delved into off-budget borrowings, highlighting loans guaranteed by the state but availed by entities outside the government system. Notably, the debt-to-GSDP ratio could rise to 36.9 percent if government-guaranteed loans raised by Special Purpose Vehicles (SPVs) were included.

Seventeen SPVs and institutions raised ₹1,85,029 crore through off-budget borrowings, requiring government support for repayment. Another 14 SPVs and institutions secured ₹1,18,557 crore in guaranteed off-budget borrowings, with the capacity to service their debt. The total outstanding debt in this category stands at ₹95,462 crore.

A third category involves loans by corporations not guaranteed by the government, with a current outstanding debt of ₹59,414 crore, being serviced independently by the corporations. The White Paper emphasized the importance of considering all these liabilities in assessing the state’s total debt burden.
