Satish Kumar took office as the Chairman and Chief Executive Officer (CEO) of the Railway Board, marking a historic moment as he becomes the first Dalit to hold this prestigious position in the board’s 119-year history. Kumar’s appointment comes as Jaya Verma Sinha retires on August 31, transitioning to a new role as an administrative member of the Central Administrative Tribunal (CAT). Sinha had made history last year by becoming the first woman to serve as Railway Board CEO, setting a significant precedent.

Satish Kumar, a distinguished member of the 1986 batch of the Indian Railway Service of Mechanical Engineers (IRSME), was formally appointed following the approval of the Appointments Committee of the Cabinet (ACC). The official order specifies his appointment to the highest pay scale (level 17 as per the 7th Central Pay Commission), reflecting the high regard in which his capabilities are held.
Kumar, who previously served as the Member (Traction and Rolling Stock) on the Railway Board, officially assumed his new role today. His tenure will continue until his superannuation, with the potential for re-employment on a contract basis for an additional year. His appointment is a testament to his extensive experience and contributions to the Indian Railways over his 34-year career.
Kumar’s career with Indian Railways began in March 1988. He has held numerous significant positions, including General Manager of North Central Railway in Prayagraj and Divisional Railway Manager for the Lucknow Division of Northern Railway from April 2017 to April 2019. His tenure in Lucknow saw the completion of numerous infrastructure projects, showcasing his ability to manage large-scale initiatives effectively.
In addition to his roles in North Central Railway and Lucknow Division, Kumar has worked in various capacities across the Jhansi Division, Banaras Locomotive Works (BLW), North Eastern Railway, Gorakhpur, and Patiala Locomotive Works. His diverse experience also includes training in Total Quality Management under a UNDP program in 1996, further enhancing his project management skills.
Kumar holds a B.Tech in Mechanical Engineering from the Malaviya National Institute of Technology (MNIT), Jaipur, and has earned a Postgraduate Diploma in Operations Management and Cyber Law from Indira Gandhi National Open University. His educational background complements his extensive practical experience, equipping him with a robust skill set for his new role.
One of Kumar’s notable achievements is the development of the Fog Safe Device, a crucial innovation designed to enhance safety during foggy conditions. This device has become a vital tool for Indian Railways, particularly during the winter months in northern India when visibility is significantly reduced. Kumar’s contribution to this safety device underscores his commitment to improving railway operations and passenger safety.
Furthermore, Kumar has been actively involved in the development of new Vande Bharat sleeper coaches and Vande Bharat Metro trains, which are anticipated to enhance the quality and efficiency of rail services across the country.
