High-Ranking Delhi Government Official and Wife Arrested for Alleged Rape of Minor Girl

Delhi, August 21, 2023 — In a shocking development, a 51-year-old deputy director in the Woman and Child Development department of the Delhi government and his wife have been arrested in connection with the alleged rape of a minor girl. The incident has sent shockwaves through the community and has led to calls for swift justice.

Deputy Commissioner of Police (North) Sagar Singh Kalsi announced the arrests, revealing that the accused have been identified as Premoday Khakha and his wife Seema Rani, residents of Shakti Enclave in the Burari area. The case was registered on August 13 following a complaint filed against the couple.

Premoday Khakha stands accused of committing multiple acts of sexual assault on a minor girl between November 2020 and January 2021. A senior police officer, speaking on condition of anonymity, disclosed that the accused’s wife allegedly provided the victim with medication to terminate her pregnancy.

Khakha, who previously held the position of Assistant Director in the Delhi government’s Women and Child Development Department, was suspended from his post just before his arrest. The accusations against him fall under the Protection of Children from Sexual Offences (POCSO) Act.

The accused reportedly first encountered the young girl at a church, with their paths crossing again in 2020 following the girl’s father’s demise. Subsequently, the girl sought refuge at Khakha’s residence. According to police reports, the alleged incidents of rape occurred over multiple instances during the months of November 2020 to January 2021.

When the victim found herself pregnant, she confided in Khakha’s wife. Allegedly, the wife instructed her son to procure medication for terminating the pregnancy, which was then given to the victim.

The distressing matter came to light recently when the now Class XII student was hospitalized for panic attacks and subsequently opened up about her ordeal to a counselor at St Stephen’s Hospital. The revelation sparked a broader investigation into the allegations, leading to the arrests of Khakha and his wife.

Swati Maliwal, Chief of the Delhi Commission for Women (DCW), condemned the accused as a ‘predator’ and demanded swift action. She expressed her concern over the incident, emphasizing the importance of protecting the vulnerable and seeking justice for the victims.

As the legal proceedings unfold, the case highlights the critical need for a comprehensive approach to addressing such heinous crimes and ensuring the safety and well-being of minors.
