Congress Lambasts Government Over Political Use of Civil Servants as ‘Rath Prabhari’

0

In a scathing critique, the Congress party has condemned the government’s move to appoint officers, including those of joint secretary, director, and deputy secretary ranks, as “rath prabhari” or special officers. The party questioned the ethics of employing civil servants for what it termed “political propaganda,” especially in the context of upcoming elections.

“How can civil servants be ordered to do political propaganda for a government going into elections? IAS officers will be ‘Rath Prabharis’,” exclaimed Congress spokesperson Pawan Khera on X (date).

Khera revealed an official order dated October 18 from the Department of Revenue in the finance ministry. This directive detailed the appointment of officers from various services, at joint secretary, director, and deputy secretary levels, to serve as “rath prabhari” in each of the 765 districts across the nation, encompassing 2.69 lakh gram panchayats.

Expressing his dismay, Congress general secretary Jairam Ramesh criticized the move as “Narendra’s Another Megalomaniac Order” in a post on X, shared alongside Khera’s statement, taking a direct swipe at Prime Minister Narendra Modi.

The order referred to an internal directive from the agriculture secretary on October 14, outlining plans for the “Viksit Bharat Sankalp Yatra,” a nationwide initiative aimed at highlighting the achievements of the Modi government over the past nine years. The Yatra, slated to run from November 20 to January 25, is intended to disseminate information, raise awareness, and extend services at the gram panchayat level.

“To coordinate the preparations, planning, execution, and monitoring of the Rath Yatra, they have decided to deploy joint secretaries, directors, and deputy secretaries of the Government of India as Rath Prabharis (special officers),” stated the order.

Sources close to the government revealed that Prime Minister Modi has set a six-month target to ensure the complete implementation of his administration’s welfare schemes. As part of this initiative, the government will launch the Viksit Bharat Sankalp Yatra across all 2.7 lakh panchayats in the country, reaching out to beneficiaries and enrolling them in welfare programs. Specially-designed “raths” (chariots) will be utilized to connect with beneficiaries nationwide. At a recent cabinet meeting, the prime minister urged his colleagues to intensify efforts to swiftly reach deserving beneficiaries who are yet to benefit from welfare schemes.

In a momentous decree, the Center government has called upon all government departments to nominate officers to serve as Rath Prabharis or special officers.
These officers are tasked with the responsibility of publicizing and promoting the government’s achievements spanning the past nine years. This move has sparked a response from the Opposition Congress, which questions the involvement of civil servants in what they label as pre-election “political propaganda” for the government.

The selected officers, including those from the prestigious Indian Administrative Service (IAS), will be responsible for showcasing the government’s accomplishments down to the panchayat-level. This initiative is part of the forthcoming Viksit Bharat Sankalp Yatra scheduled to take place from November 20, 2023, to January 25, 2024.

A letter dated October 17, jointly issued by the Department of Personnel and Training and the Secretary of the Department of Agriculture and Farmers Welfare, has been circulated to all government departments. The letter outlines the Yatra’s primary objective, which is to be conducted across the country for the purpose of “disseminating information, raising awareness, and delivering services at the Gram Panchayat level.” Furthermore, it specifies that in order to coordinate preparations, planning, execution, and monitoring of the Rath Yatra, the government has chosen to deploy Joint Secretaries, Directors, and Deputy Secretaries as Rath Prabharis.

Ahmedabad : The Central Bureau of Investigation (CBI) has cracked down on a major cryptocurrency fraud, apprehending an Indian man named Ramavat Shaishav, accused of duping a US citizen out of cryptocurrency assets valued at over ₹7.7 crore (approximately $930,000). Operating under the alias “James Carlson,” Shaishav allegedly manipulated his victim by falsely claiming that his Amazon account was under threat from cybercriminals.

The elaborate scam involved Shaishav convincing the US citizen to transfer a substantial amount of cryptocurrency to a supposed secure wallet. The victim, believing the ruse, transferred 28 Bitcoins, 55 Ethereum, 25,572 Ripple, and 77 USDT to Shaishav’s e-wallet. However, the assets vanished into thin air, prompting the victim to report the incident to the CBI.

The investigative agency swiftly swung into action, launching a probe that led to the identification of the accused’s IP address. Raids were conducted at Shaishav’s residence in Ahmedabad, resulting in the seizure of cryptocurrency assets worth over $930,000. Additionally, the CBI uncovered a trail of deception, wherein Shaishav allegedly coerced the victim to withdraw $130,000 from his bank accounts and deposit the amount in a Bitcoin address provided by the fraudster.

To establish credibility, Shaishav purportedly sent a fabricated letter dated September 20, 2022, claiming to be issued by the US Federal Trade Commission. This deceitful tactic further cemented the victim’s trust, leading to the financial loss.

During the investigation, the CBI confiscated various cryptocurrencies, including Bitcoin, Ethereum, Ripple, and USDT, amounting to $939,000, from Shaishav’s crypto wallets. Additionally, the agency identified two accomplices residing in Ahmedabad. Upon inspecting their premises, the CBI seized mobile phones, laptops containing incriminating evidence, and other digital devices.

This successful operation highlights the agency’s commitment to combating cybercrimes and ensuring the safety of digital assets. The CBI has cautioned the public to exercise utmost vigilance when dealing with cryptocurrency transactions and to report any suspicious activities to the authorities.

Hyderabad : In a shocking revelation, a recent report published by the Association for Democratic Reforms (ADR) and Telangana Election Watch has uncovered startling statistics regarding the criminal backgrounds of the state’s legislators. Out of the 118 Members of the Legislative Assembly (MLAs) in Telangana, a staggering 72 MLAs, representing 61 percent of the total, are facing criminal charges. Even more concerning is the fact that 46 of them have serious criminal cases pending against them.

According to the report, 59 out of the 101 MLAs from the ruling Bharat Rashtra Samithi (BRS) party, which constitutes 58 percent of their total representation, have criminal cases registered against them. Among the accused, seven MLAs are charged under IPC Section 307 for attempted murder, and four MLAs are facing cases related to crimes against women. The report, based on the affidavits submitted by candidates prior to the 2018 Assembly elections and subsequent bye-elections, paints a grim picture of the state’s political landscape. Among other findings, the study highlights that six out of seven MLAs from AIMIM, four out of six from Congress, and two from BJP have declared criminal cases against themselves. Additionally, 38 percent of the ruling BRS MLAs, amounting to 38 out of 101, have serious criminal charges lodged against them.

With the upcoming Telangana Assembly elections scheduled for November 30, these revelations have sent shockwaves through the political sphere. The BRS government, led by Chief Minister K Chandrasekhar Rao, is aiming for a third consecutive term. However, the opposition, particularly the Congress party, is intensifying its campaign in the state, capitalizing on the public’s concerns about the criminalization of politics.
