Medigadda Barrage Sinking: NDSA Report Reveals Construction and Design Flaws, Stokes Political Controversy in Telangana

The National Dam Safety Authority (NDSA) has released a report highlighting various issues related to the Medigadda Barrage, which is a crucial component of the Kaleshwaram Lift Irrigation Project in Telangana, India. The report points out multiple factors that have led to the piers of the barrage sinking, including deficiencies in planning, design, quality control, and operation and maintenance.

A six-member committee, led by a member of NDSA specializing in disaster and resilience, conducted a probe from October 23 to 25 to investigate the reasons for the piers’ settlement. The report has come amidst allegations of massive corruption in the Kaleshwaram project, which has been touted as the world’s largest lift irrigation project.

Key findings in the report include:

  1. Settlement Issues: The primary reason for the piers’ settlement is attributed to deficiencies in the construction of the barrage raft.
  2. Construction Deficiency: Construction shortcomings, such as the lack of stringent quality control during the construction of sub-surface contiguous secant piles and plinth connections between the raft and cut-offs, have been noted.
  3. Design Flaws: The report highlights that the barrage was designed as a floating structure but constructed as a rigid structure, which is one of the design flaws.
  4. Non-compliance: The dam owner has not conducted required sounding and probing in the apron area every year after the monsoon, and pre and post-monsoon inspections have not been carried out, violating the provisions of the Dam Safety Act, 2021.

The report also underscores that the two barrages constructed upstream of Medigadda, Annaram and Sundila barrages, share similar designs and construction methods, making them susceptible to similar failure modes.

This report has given opposition parties additional grounds to intensify their criticism of the Telangana government over the Kaleshwaram project, with both the Congress and BJP labeling it as a major scandal.

Union Minister of Jal Shakti reacted to the report, stating, “Exposed! K Chandrashekar Rao led Telangana government’s corruption stands hopelessly exposed.” He expressed concern over the potential risk to the lives of thousands of people and the loss of taxpayers’ money due to corruption and mismanagement in the project.

There are additional challenges, including the lack of sewage treatment, shortages of cooking gas, and the displacement of nearly 600,000 people sheltering in UNRWA facilities, mainly schools. The conditions for these displaced individuals are described as desperate, with overcrowded and unsanitary living conditions.

Tragically, UNRWA facilities have also been impacted by the ongoing conflict, with over 50 facilities affected, including five directly hit. This has resulted in casualties, and the humanitarian chief noted that 72 UNRWA staff members have lost their lives since the start of the conflict.

The situation in Gaza has become increasingly dire, with a significantly higher number of casualties compared to previous conflicts, making humanitarian assistance and ceasefires critical for saving lives and protecting civilians.

Supreme Court Questions Implementation of Women’s Reservation Act Ahead of 2024 Elections

However, the bench expressed reluctance to strike down the clause, saying it would be akin to legislating. They also mentioned a pending matter, a plea by the National Federation of Indian Women (NFIW), seeking the reintroduction of the women’s reservation bill. In today’s proceedings, the Supreme Court refused to issue notice in Thakur’s petition but agreed to hear it alongside NFIW’s plea. The Noida Police FIR states that 5 cobras, 1 python, 1 two-headed snake, and one rat snake were seized. The complaint against the snake poison rave party was filed by BJP MP Maneka Gandhi’s NGO, which had been pursuing a case against Elvish Yadav.

The complainants informed the Noida Police that Elvish Yadav shot videos with snake venom and live snakes in his Noida farmhouse, and he organized “illegal” rave parties where foreign girls were regularly invited. The NGO approached Elvish Yadav and asked him to obtain cobra venom, and Elvish provided the details of his agent and phone number.

Upon contacting the agent, five individuals named Rahul, Titunath, Jayakaran, Narayan, and Ravinath agreed to provide snakes and snake venom. The NGO then informed the police, leading to the arrest of the five individuals who had brought the snakes and venom. They apparently implicated Elvish Yadav.

A total of 9 snakes were recovered from the party, including 5 cobras, 1 python, 1 two-headed snake, and one rat snake.

Election Preparations Underway in Kothagudem: Enhanced Security Measures for 288 Polling Stations in Left Wing Extremism Areas

Kothagudem: District Collector Dr. Priyanka Ala revealed that out of the 1,095 polling stations in Kothagudem, 288 were located in Left Wing Extremism (LWE) affected regions, with an additional 12 critical polling stations, necessitating heightened security measures for seamless polling. Following the Election Commission of India’s guidelines, polling in LWE-affected areas is scheduled from 7 am to 4 pm.

Dr. Ala detailed the extensive preparations, including educating voters about polling timings and ensuring high voter turnout across the five Assembly segments. A total of 5,288 polling officers, equal numbers of APOs and OPOs, along with 908 reserve staff, have been enlisted. Furthermore, 16 nodal officers and 2,174 police personnel are dedicated to election duties. To bolster vigilance, 16 flying squads, 21 video surveillance teams, and five video viewing teams have been formed.

In the voter registration phase from September 20 to October 31, 26,693 individuals enrolled, with 11,473 applications processed online. The remaining applications are set to be uploaded by November 10, ensuring a comprehensive voter list. Arrangements have been made for nomination submissions at RDO offices in Kothagudem and Bhadrachalam constituencies, as well as tahsildar offices in Aswaraopet, Yellandu, and Pinapaka constituencies. Help desks have been established to assist candidates during the nomination process.

Addressing security concerns, Superintendent of Police Dr. Vineeth G highlighted the stringent actions taken since the enforcement of the election code of conduct. Authorities have seized Rs 2.54 crore unaccounted cash, 32,417 liters of liquor, 2059 kg of drugs, 2635 grams of silver, and 5534 freebies, collectively valued at Rs 4.81 crore. A sum of Rs 191.15 lakh from seized cash has been released in 92 cases, with Rs 18 lakh related to six cases still pending release.

To enhance voter turnout, a special awareness drive has been initiated in 164 polling stations with historically low voter participation during the 2018 elections. Security arrangements are being intensified in problematic areas to ensure voters can exercise their rights without fear.
